Survey Shows A Wide Dissatisfaction With Both Parties
If ever there was a time the American people might be tempted to vote "none of the above," it would be this year. The public is underwhelmed with both congressional Democrats and Republicans with just more than three months to go before Election Day, according to the latest Society for Human Resource Management/National Journal Congressional Connection Poll. The survey, conducted with the Pew Research Center, shows that only about a third of the public approves of the job Republican and Democratic leaders are doing.
In what is shaping up as a particularly anti-incumbent campaign season, majorities disapprove of the job the two parties' leaders are doing. Fifty-six percent disapprove of the job Democratic leaders are doing, while 53 percent disapprove of the job GOP leaders are doing.

Asked to rate how the Republican Party is doing on offering solutions to the most important issues, 55 percent of respondents said either poor or very poor, and 39 percent said good or very good. The Democratic Party didn't rate much higher on offering solutions, as 52 percent disapproved and 43 percent approved.
There was a slightly wider gap in perception about which party worked well with the other. Sixty-one percent said Republicans did a poor or very poor job working with Democrats, compared to 56 percent who said Democrats did a poor or very poor job working with Republicans.
There was a drag across party lines, as well.
Twenty-eight percent of all respondents indicated they disapproved of both parties. Independents, who made up 33 percent of the overall sample, had the worst impression, with 41 percent of them disapproving of both parties. Republicans were more charitable to both parties, with 26 percent disapproving. Democrats were the relatively sunniest, with only 15 percent disapproving of both parties.

But the mood about the political process is off the scale. ... The extent to which the public right now sees this as a personnel problem stands out to me. They think that we can right now just replace all of these members of Congress and that will fix the problems. They're not seeing it as a structural problem."
That sort of widespread dissatisfaction has the potential to affect all incumbents, regardless of party affiliation.
One final note: Nevada, the home state of Senate Majority Leader Reid, allows voters to select "none of the above" on their ballots. If enough voters choose that option -- instead of voting for Reid or his GOP opponent, former state Assemblywoman Sharron Angle -- it could affect one of the few races involving a party leader.
The poll of 1,004 adults reached by landline or cell phone was conducted Thursday through Sunday. The margin of error is 4 points for the entire sample, with larger error margins for subgroups.
